Changing S3 Keys and Old Backup Data

If I change my S3 keys, say due to a theft, then log in to Arq with the new keys (and old encryption password), will my backups still be there from before changing the keys?

Am I right in saying that once the S3 keys have been changed a thief will not be able use Arq on the stolen computer?

Yes. If your laptop is stolen, log into the aws.amazon.com site and delete the S3 keypair. Create a new one and use it to access your Arq backups.
